A common reason for being unable enter admin mode in the client - even as a single user - is because the same catalogue is also open in Portfolio Express. As both the client and Express each count as a catalogue access, the single-access state needed for admin mode cannot be achieved. You must therefore first close the catalogue in Express using the palette fly-out (or Windows Ctrl+W short cut):

The Mac dialogs are similar but Mac Express has fewer keyboard shortcuts.

If you regularly use admin mode in the client it is a good idea to close all Express' catalogues before quitting the Express app itself. This is suggested because Express remembers and re-opens catalogues it was using in the last session. If Express is set to auto-open at start-up you may well have Express running minimised with catalogues open and be unaware of the fact when you come to try and enter admin mode in the client.
