How do I open a served Catalogue?

Looking at Portfolio Express' menus it appears there is no 'Connect to Server' option. However, you can still connect to a served catalogue.

Use the palette's fly-out menu and select "Open Catalog...". On the resulting dialog you will see a button called "Servers..." (on Windows) or "Connect to Server..." (Mac). Click this and the familiar "Connect to Servers" dialog will open.
