In terms of cloning a local and web-served catalogue (both using Portfolio Server that is), there isn't a straightforward way to do it but here is one workaround for an 'always on' scenario. Note this presumes a Portfolio Network client is also always running on the web server to do the background cataloguing.

1. Create the catalogue locally
2. Catalogue your content and create any custom fields etc.
3. Duplicate the FDB file (i.e. copy & paste) then place the duplicate catalogue in the \Catalogs\ folder of your ISP.
4. Set a background cataloguing task for your served catalogue and do the same for the local catalogue.

Or you can periodically open the catalogue that gets updated more often (i.e. the served catalogue) then open the local catalogue, then do select all on the served catalogue and then drag and drop all the items into the local catalogue.
