Not in any simple way. Having contacted Microsoft and received developer information on Clipart Gallery (CAG) it appears that CAG does not expose an automation interface. Additionally, CAG uses square (90x90 pixel) GIFs as thumbnails whereas Portfolio produces JPGs (112 or 256 pixels long side).
Having gone so far as to obtain the available Microsoft documentation it is clear they do not now - and mostly likely will not - not provide any scripting or developer access to Clipart Gallery as it is seen as a simple free tool for organising a few pieces of clipart for casual users. The general expectation is any regular user of images will emplay an image database - like Portfolio!
There is a possible (Windows only) scripting method of bypassing CAG and placing a Portfolio record's image into MS Office apps, especially PowerPoint, assuming the clipart for Clipart Gallery is added to a Portfolio catalogue. Please contact me if you are interested.
